Samantha Fraga-Lopez received her Bachelors Degree in Legal Studies at the University of Central Florida and her Law Degree from St. Thomas University. She began her career litigating Labor and Employment cases in Federal and State Court. In 2017 she was hired as the City’s Personnel Manager, and is responsible for administering the City’s various insurance and safety programs, ensuring compliance of personnel regulations with Federal and State Statutes, representing the City in grievance deliberations, labor negotiations, and worker’s compensation mediations, as well as serving as risk manager, preparing employee communications, and making recommendations as to personnel issues. Samantha was promoted to the Assistant City Manager position in May of 2020 and to Deputy City Manager in 2022. Samantha oversees the City's Administrative Services Department which encompasses the Human Resources and Risk Management Division, Communications and Marketing Division, and the Community Affairs Division. Samantha further manages intergovernmental initiatives, oversees priority projects, strategic partnerships, strategic planning, organizational excellence, the Town Center, and the City Manager's Office workflow.
